Domicile Section


The Collector of Kolkata (Stamp & Revenue) is empowered to issue Domicile Certificate to the inhabitants under the jurisdiction of Kolkata Police area by the Home  Department, Internal Security Branch, Govt. of West Bengal. These certificates are issued for the following purposes:

  1.  For Higher Studies
  2.  For Service Purpose & Others
  3.  For Human Organ transplantation (Liver and Kidney)

For availing Domicile Certificate, applicant have to submit filled up forms offline along with all required documents (Two sets) at Domicile Section for necessary   enquiry/verification.

General Section


Income Certificate:

The Collector of Kolkata (Stamp & Revenue) is empowered to issue 2(Two)types of Income Certificate within the jurisdiction of Kolkata Municipal Corporation.

  1.  For the purpose of Scholarship/ Admission in Educational Institution/Tuition Fees Concession/ Education Loan/ Medical treatment facility/ Education Loan Interest Subsidy/ EWS/ OBC Renewal etc.
  2.  For the purpose of Legal Heir/ Pension/ Compassionate ground appointment/Medical dependency etc.

For availing Income Certificate, applicant have to submit filled up forms offline along with all required documents (Two sets) at General Section for necessary enquiry/verification.

Legal Heir Certificate:

The Collector of Kolkata (Stamp & Revenue) is empowered to issue Legal Heir certificate within the jurisdiction of Kolkata Municipal Corporation only for the cases directed by government or government agencies.

For availing Legal Heir Certificate, applicant have to submit filled up forms offline along with all required documents (Two sets) at General Section for necessary enquiry/verification.

Kolkata Collectorate Treasury


The Collector of Kolkata (Stamp & Revenue) is the custodian of all kinds of non-postal stamps and submits indents of such stamps to the India Security Press, Nasik Road, Maharashtra and Security Printing Press, Hyderabad, Telangana for printing of stamps, brings such stamps from these two presses and issues stamps to the 53(Fifty-three) outlaying treasuries throughout the state of West Bengal Including Kolkata Collectorate Treasury as per their indents.

The Kolkata Collectorate Treasury directly issues non-postal stamps to general public for higher denominations as prescribed by notification no. 786 S.R. of The Gazette of India, dated 18th February, 1899 and other orders from time to time. There is a huge footfall for issuing the said high denomination stamps in the treasury section of this office. The rests are issued by 17 licensed vendors under Kolkata Collectorate. The auditing, monitoring and renewal of the said vendors are done by Kolkata Collectorate.

Stamp Section


The Collector of Kolkata (Stamp & Revenue) is empowered to function as Collector of Kolkata within the limit of town of Kolkata under Sub-Section (9) of Indian Stamp Act, 1899 like Adjudication of Proper Stamp duty under Section 31 of the said Act.

The Collector of Kolkata (Stamp & Revenue) charges proper stamp duty for every application directly from public related to Adjudication of Apostilled Power of Attorney for Non-Resident Indians as prescribed vide order no. 1000-1S/22/2024 dated 27.02.2024 issued by Land Reforms Commissioner, West Bengal and other similar documents under sec. 18 of Indian Stamp Act, 1899. This office also verifies the authenticity of the stamp used in the Power of Attorney.

Land & Record Section


The Calcutta Land Revenue Act, 1850 empowers the Collector of Kolkata to collect land revenue for the original jurisdiction of Calcutta High Court.

Under Section 4 of the Land Registration Act, 1876 Collector of every District including Collector of Kolkata was directed to prepare and to keep up a set of registers depicting the details of revenue paying and revenue-free lands of this District. Collector of Kolkata is the custodian of these much valuable registers for the original jurisdiction of Calcutta High Court, namely:

Register A: A General Register of revenue-paying lands.

Register B: A General Register of revenue-free lands.

Register C: A Mauzawari register of all lands, revenue-paying and revenue-free.

Register D: An Intermediate Register of Changes affecting entries in the General and Mauzawari registers.

The Collector of Kolkata, Stamp & Revenue is the custodian of the Record Room of Kolkata Collectorate. In the record room of Kolkata Collectorate there are huge numbers of valuable records having archival values. We can find documents relating to:

  1. Compilation of old “Pattah” documents of individual land plots of Kolkata District in Book format since 19th Century.
  2. Compilation of old “Kobuliyat” documents of individual land plots of Kolkata District in Book Format since 19th Century.
  3. Sets of Register “D” having the details of intermediate mutation process of revenue-paying and revenue-free land plots of Kolkata District from late 19th century to the middle of 20th century.
  4. Sets of general registers which are compilation of the details of revenue free land (Lakheraj) plots of Kolkata District in register format since 19th century.
  5. Title leaf including order sheets of the mutation of land plots under Kolkata District from late 19th century to the middle of 20th century.
  6. Plot wise maps of different block and sections of Kolkata District prepared in late 19th century.

RTI Section

The RTI Section of Kolkata Collectorate is dedicated to provide every information available with this office for General Public within stipulated time period of the Right to Information Act, 2005.

Money Lending Section


The Collector of Kolkata (Stamp & Revenue) is empowered by the proviso to the Section 6 of the Bengal Money Lenders Act, to issue Money Lending License within the local limit of 78 Police Stations under the Jurisdiction of the Commissioner of Police, Kolkata.

The Collector of Kolkata (Stamp & Revenue) is authorized to monitor, audit and renew the licenses to the lenders.

Citizenship Section


The Collector of Kolkata (Stamp & Revenue) has been appointed as the Registering Officer for the Presidency town of Calcutta for issuing of Indian Citizenship Certificate under Indian Citizenship Act, 1955 against individual application after due enquiry.

The applicant is requested to log in to https://indiancitizenshiponline.nic.in/ to apply for Indian Citizenship, after which the applicant residing in Kolkata jurisdiction is required to visit Citizenship Section of Kolkata Collectorate for further processing of the same.
